BACKGROUND:World timeline And for McCree specifically. This is what we know canonically.
PERSONALITY:
It’s easy to dismiss Jesse as a polite but kind of dumb hick. He doesn’t do much to dispel that idea, preferring to be underestimated. But there’s a sharp mind underneath the beat up cowboy hat and behind that slow drawl. He’s good at his job, whether that happens to be working with a gang, as an undercover operative, or as a bounty hunter. Since leaving the Deadlock gang he’s developed a strong sense of right and wrong, most likely brought on by a sense of guilt from the people he hurt from his time in the gang. He saw his work with Blackwatch, and now his work as a bounty hunter, as a means of repayment for the lives he ruined.
But he is a charmer, and he is very polite, especially to women, the sort of person who always remembers please and thank you, yes sir and yes ma’am, though he has been known to mouth off when angry or annoyed about something. But generally he comes across as just a friendly good old boy, even at times cracking jokes mid combat. He knows how to buckle down and focus, even if he gives the impression at almost any other time of being lazy and not caring one bit about almost anything. When push comes to shove he’s the sort that will have your back, so long as he feels like you’ve got his. His trust isn’t the easiest thing to earn, he’s been burned too any times for that, but once he gives his trust it’s much harder to break. He trusts and trusts long past what some people feel might be reasonable, but once he’s gone, he’s gone. He doesn’t believe in forgive and forget, wrongs need to be righted, and justice to be served, and neither of those really involve forgiving the folks that wronged him for serious things. It’s highly likely that the only reason he’s not angry at Reyes still is because he believes the man to be dead. Grudges don’t do any good against the dead.
The cowboy persona is a conscious choice, McCree wants to be a hero like the cowboys in the old spaghetti Westerns, though his choice to dress so similarly to The Man With No Name from Sergio Leone’s famous “Dollars” trilogy (Fistful of Dollars, For a Few Dollars More, and The Good, The Bad, and The Ugly) possibly reveals that he doesn’t see himself quite as much of a hero as he wants to be. The Man With No Name is rather ambivalent for a hero, mostly being one based on a comparison to the even worse people around him. He strikes a balance between McCree when he was in Deadlock, where he definitely would think of himself as a villain, and McCree in Blackwatch, where he probably thought of himself more as a hero, unrestricted by red tape, able to go and do what was necessary to save people. Having Blackwatch, which he was a part of for somewhere around fifteen years, morph into what it was right before the Geneva base, probably soured him on the idea of being a pure hero. Though he still thinks of himself as such, he’s more attached to the lone hero idea now than one backed up by a team.
Overall McCree is a good person, charming and with a good sense of humor, with an intense and stubborn sense of right and wrong, who truly does want to defend good people from bad people, no matter if that gets him in trouble with the law or not. He’s more likely to jump into conflict than have a plan, shooting from the metaphorical hip and trusting in his own skill and luck to get through whatever new situation he throws himself into.
POWER:
Hyper-Kinesis: Overall a passive ability, in that McCree doesn’t consciously activate it, more that it’s always functional. McCree has such a fine degree of control over his body and his weapon that he can pull off things that seem “impossible,” having shots ricochet perfectly, making sure that he moves in just the right that while he doesn’t quite dodge bullets, they’re much less likely to hit in lethal or even hugely debilitating areas. He doesn’t do this consciously, and will in fact deny that it’s a power at all, claiming that he’s “just that good.” In a way he’s right, in that his reflexes are so highly attuned and his muscles in such perfect communication with his brain, that he barely has to think about precisely how to do a thing for it to be done.

[He snaps his fingers, and since this is his metal hand it makes a ‘ping!’ sort of noise instead of the usual snap sound]
Oh, an if’n y’all can point a fella t’ where he can get some bullet’s I’d ‘preciate it. I ain’t gotta lotta cash on hand right now, but I’m sure we c’n work somethin’ out.
[He winks at the screen then, and ends the feed.]
